According to the law on excise duties and tax warehouses (ZADS), energy products, electricity, etc. are subject to excise duty. The data from measurement and control devices, sent electronically, enter the information system of the "Customs" Agency directly, by means of an Integrating Communication Device for Monitoring and Control (IKUNK).


ORDER No. H-7 of 19.09.2016 determines the order, method and format for sending the data from devices for measurement and control under Art. 103a, para. 1 of the Act on Excise Duty and Tax Warehouses (ZADS). The regulation lists the following steps for which a company ISTA, as a system integrator provides assistance:

1. determining the location of the control points from which the data will be transmitted;

2. development of a technical project for the construction of the Meter Control System (MSC);

3. submission of the project to the competent customs office (CU);

4. project coordination;

5. implementation of the project and configuration of the controller;

6. provision of a software application under Art. 4 from the "Customs" Agency to the obligee;

7. installation and configuration of a software application under Art. 4, provided by the "Customs" Agency;

8. carrying out system operability tests by the obliged entity;

9. notification of the competent CU about readiness for commissioning;

10. carrying out an inspection by customs officers from the competent CU for compliance between the realization and the project documentation of the infrastructure;

11. conducting tests by the obliged entity in a real situation in the presence of customs officers from the competent CU;

12. commissioning of the SKIU.

Together with the listed activities, we develop the so-called "Automation system of reporting" (ASO) through which they can be tracked all data from the built IKUNK. The system stores the data in a database and provides inquiries about transactions and quantities simultaneously to the client and the Customs Agency.
